What is a Special Service District?
Special districts (also known as special service districts) are independent, special-purpose governmental units that exist separately from local governments such as county, municipal, and township governments, with substantial administrative and fiscal independence. They are formed to perform a single function or a set of related functions. The function of the Four Mile Special Service District is a service which provides secondary water to the areas of the city which are not within the Pineview Water District or the Weber Basin Water District.
Governing body
The Four Mile Special Service District is governed by the Board of Trustees. The Harrisville City Council serves as ex officio members on the board. The board of a special district serves primarily as a managing board.
Functions
The Four Mile Special Service District was formed to establish secondary water for the areas of the city outside of the Pineview Water District. The only available water district in these service areas is through Bona Vista Water Improvement district. Bona Vista does not allow the use of culinary water sources to be utilized for the purpose/intent of secondary watering.
Annexations
Currently, there are areas being annexed into the Four Mile Special Service District (FMSSD) which are not part of Pineview Water or Weber Basin Water nor do they have access to either system. At the time of petition for annexation into the special service district, the water shares are turned over to the city as part of the petition acceptance process. When the subdivision has been completed through the subdivision process, building process, and escrow process the subdivision is transferred to the city for maintenance of the secondary watering system which was installed at the developers expense per the subdivision agreement adopted at time of subdivision site plan application.
